  You might try iWeb in Montreal.

  They use cPanel for control and webDAV or FTP for access. I believe that ssh is available but requires you to send a copy of your passport to verify your identity (which is beyond my comprehension). I believe that they also offer SPAM filtering for a small addotional charge. 

  For a 5 year plan, it was very cheap. Less than $2 per month as I recall.
