I've used HostPapa in Toronto.  They've been very stable and the support
team has been responsive when I've had issues. The only thing that they are
lacking is SSH access, but I've managed to do everything through FTP, so
it's been okay ( on a side note, ncftp is a fantastic command-line ftp
client, allowing recursive transfers, which are critical for any slightly
complex website).

I haven't used their mail servers directly -- pretty much a gmail addict --
but they advertise SpamAssassin and POP3/IMAP/web access. They provide lots
of "unlimited"s (disk space, data transfer, e-mail accounts, mysql
databases, domains and subs) for a reasonable price, and also run their
servers on renewable power!  The control panel is easy to use, and a number
of web apps are available for one-click installation.
