I already have a ticket open, but my issue was dismissed as a line card issue.  Unless I've got my terminology wrong, my tests disprove that theory (I think).  There's a ticket opened with Bell right now for my line.

Yes.  There's a test account that will keep you entirely in Bell's infrastructure, and bring you up on a test network.  It's handy for situations like this, to determine where in the path the packet loss is occurring.

No.  Using the test account, as stated above, keeps you inside Bell's infrastructure, so I'm not touching TekSavvy at that point.

TBH, I'm really hoping to avoid opening up Yet Another Forum Account.  Especially for this single issue -- I just don't have the time to start hanging out on another forum, and as this is limited to the Ottawa area, I'm hoping this list might be able to help out.  But yes, I'm aware of the forums.

Depends.  And though I'm not sure how helpful this information will be...  Bell's gateway is under 10/8 (almost always 10.7.204.1), and TekSavvy has at least 206.248.154.102 and 206.248.154.105.  I also vaguely remember seeing 206.148.154.103 at one point, so it's safe to assume they have a handful of routers/cards at the handoff.  And yes, I've run tests against .102 and .105, with the same results in both cases.
