Yes, if for no other reasons than to ensure long-term (century long) 
access to files. MS doesn't have a great history of maintaining stable 
document formats.
Secondly, to keep the never-ending licensing payments in Canada.
Thirdly, to invigorate Canadian software development.
I mean... I would obviously
support that, but is it practical?
Probably not.
However, if the EU, Canada, and whomever else is wary of the US all 
cooperated on funding and developing LibreOffice, it could really help 
achieve the goal... eventually.
Once progress made, the various governments could mandate ODT / ODS 
internally and eventually for all interactions.
One can dream...
