I have a small Archos32 (something like a iPod touch in form factor) and so far I have been impressed with the fact that they have already had two updates - one to bring it up to Android 2.2. It does not come with Android market but there are hacks available on the archos forums. Tiger sometimes sells off older generation equipment which is what that device listed appears to be. I would recommending spending time on forums like slatedroid to get a feel for the android world. The android toolkit based in eclipse comes with a virtual environment to test your applications. So that can be used in the meantime until your friend feels comfortable with a purchase.
