Good quality flatbed scanners designed for film scanning has become good enough that Canon no longer produce dedicated film scanner. Unless one is very picky, these flatbeds (Epson V700/750, Canon 9xxx (discontinued?),...) will produce a good enough result for almost all purposes especially on large format negatives.
Dedicated large format film scanners are rather pricey for scanning a few negatives. :)
So home scanners will do a lot better quality than web page quality, IMHO of course.
