I deal with video capture, streaming and conversion on everyday basis.
Here are some suggestions:
You can have a look at the ADVC55 from Canopus. It's a relatively cheap
A/D converter. It'll take a s-video / composite in and give you a DV
stream out the firewire port. You can just dump the stream on you linux
box using a graphical app like Kino or command line capture tool such as
dvgrab (awesome little proggy). The box goes for ~200 USD.

Better yet, you can look at the DAC-100 by Datavideo which go for
similar price and give you more bang for you buck (can go back and forth
between digital and analog if ever needed).

I use a bunch of Osprey cards in encoding systems. They're pretty good
and the drivers are well maintained. Have a look at the Osprey-210 since
you're on a budget. That should cost you just a bit over 200 bucks.
Osprey cards have native linux support (bt8x8). I consider them more of
a prosumer product.

Of course a WinTV or other bt8x8 based cards (as suggested earlier) will
do the trick as well, just read up to see if they feature what you need.
