The Trailing Edge sold me an IBM laptop with no OS, but it was
difficult (took two months to get IBM to actually ship one without
Windows license).  Also I installed the OS myself.

Is your friend replacing the laptop with a laptop or a desktop?

Desktops are much easier to get either without OS or with Linux
pre-installed.  If she chooses a cheap os-less desktop, perhaps
someone here can offer a service of installing some kind of linux
and giving her a quick tour, which she would be able to afford
from the savings of buying the os-less economy box.

Watch out, many companies will sell you a box with Linux installed,
but charge you for the Windows license anyway, in case that
matters to you.
