I use zim desktop wiki to keep all my notes, and export a few pages
where web access is relevant.
You can edit it outside zim, if you want. There are lots of plugins for
additional features

I've looked at Hugo, Publii, Pelican and Zola, and some time ago
played with Jekyll. All seem more complicated
than they need to be, and very focused on publishing on particular
types of sites, or doing blog posts. I just need
the directory structure and files so that when stuff is added it shows
up and we can add some notes from time
to time.
