Prime candidate for "*Federal Infrastructure Project*", anyone ?

Should it be established as a distinct Department of the GoC or, as I believe it should be, *as a distinct Branch of National Defence*, keeping it firmly under government control and away from any potential for sale into Private Interests or exposed to Foreign Takeover, thereby ensuring Canadian interests are always paramount in the mind of those ensuring its ongoing operation and continuity!
