Yes.

Now in theory, anyone can run an alternative set of root name servers:

https://en.wikipedia.org/wiki/Alternative_DNS_root

and alternative WHOIS/RDAP lookup servers.  But doing that means you're
splitting the Internet in two, and it's no longer a global network.
