Well, the root nameservers are run by ARIN, and ARIN is headquartered in the
US.

So probably not.  Unless you want to maintain your own copy of the "."
zone somehow.

For IP->NAME lookups, you're looking up in the .arpa domain which is
run by IANA, so... again nope.

Realistically, short of building a completely separate Internet, there's
nothing we can do to completely get rid of US influence.
