As for Open-Source Software, the steady advance in adoption of those,
most notably by France and Germany, among others among the EU, should be
the clearest message that Canada needs to "join the party"!

Along those lines, I am not in a position to help there, but has anyone
considered posting on internal GOC cork-boards some 11x17 posters about
*informal* "of-site" technology awareness "parties" that could gradually
increase the awareness levels of Government employees about such
technologies and having them promote from within the benefits of such?
I don't know if that would require prior knowledge of GOC processes and
tools in order to customize the message in the way of suites of tools
being presented in those "off-site" parties, along with usage of those
tools which would be representative of those internal processes.
Again, considering that paranoia is not a bad thing, in-context, given
recent events, /and the sure awareness by the CIA of US internal
political trends,/ I'm beginning to think that the failed Phoenix
payroll system was a CIA plot to disrupt the effectiveness of the
Canadian Government and weaken the loyalty of Canadian Government
employees, in order to increase their sensitivity to being subverted
into becoming traitors on the U.S. payroll as "payback" for all the pain
and anguish, not to mention the drain on financial and intellectual
resources which could have been better spent elsewhere!
Assuming that the CIA is working the long game that Canadians seem too
"innocent" to be willing to consider.
