I'm using a small (20G), low power and inexpensive VPS hosted by OVH in
Montreal. Once upon a time, I paid my ISP for a static IP but lost that
option. The VPS is less than the monthly fee for that static IP.
I am using and recommend https://mailinabox.email/ . It has saved me so
many headaches and it has let me do some pretty interesting stuff. I
didn't have mail admin experience before using it.

You can do that by putting the entire server (SMTP and IMAP) on a virtual
private server, instead of just using the VPS as a relay.
That does require more storage on the VPS, though.
