The GPL cannot be revoked retroactively unless someone is violating it,
and then it's only revoked for the person or organization who is
violating it.

If you write GPL'd software, you can change the license going
forward... but then anyone can take the last GPL'd release and fork it.
 Since Linux has many authors, it's unlikely in the extreme that they'd
all agree to change the license going forward.

So no.  The GPL for Linux cannot and will not be revoked.
