Strange that the udev rules aren't working ... One approach is to debug that. Make sure no statements are causing the udev rules you show below to be skipped, and/or move them earlier in the sequence of udev rules (to help with finding what's causing them to be skipped - if that is what's happening). Another approach is to use volume names. I don't know offhand how to do that or I'd give some pointers right here.
