No... with ADSL, he's still constrained by the crappy uplink (800kbit at best). Bonding or using MLPPP would just get him N times that crappy uplink.

For those unfamiliar, the A in ADSL is Asymmetric, and refers to the fact that your downlink is usually much greater than your uplink. Standard ADSL in Ottawa is limited to about 5 megabit down, and 800 kilobit up.
