Microsoft Buys a Per unit licence for DVD playback, so they have a CODEC that is licenced and paid by the copy based on the sales of Windows.

Linux can't follow this path as the DVD-CCA folks want the CODEC and the CSS decription Keys writen is dense Object code only to grant a licence, while Linux is of Course Open source so the plain source code which shows the tricks. They also want a Per copy royalty and various Locks to prevent the actual Video stream from being used except in the agreed way, In linux anyone could remove these locks given the source code.
