I asked a question in IRC -- how to get Mozilla news to show the dates
intelligently. I found a faq that told me to set LC_TIME="en_CA".
Well, that didn't work (reason remains to be determined).

Well, according to: http://inms-ienm.nrc-cnrc.gc.ca/faq_time_e.html#8
it should be 2007-02-16 in Canada. (CAN Z234-4. A document which costs $40!)
Upon investigation, who maintains the en_CA locale... we learn:
